Job Summary
Under the general supervision and guidance of the regional program RFL Coordinator/zonal operation head, the Restoring Family Links Officer plans, implements and reports to the immediate supervisor accordingly; implements and facilitates the national RFL policy and procedure collecting, sorting, dispatching, exchanging and tracking the statuses of tracing requests and Red Cross Messages (RCMs) in the respective branch; networks with stakeholders and handles communication matters of the branch RFL services; distributes restoring family links tools to social workers/volunteers; assesses training needs of social workers/volunteers, community awareness and provides trainings and awareness raising to the target groups when needed.
Specific Duties and Responsibilities
- Plans, implements and reports the overall RFL activities in the IDPs/migrants/returnees he/she was assigned.
- Prepares action plan for the activities in IDPs/migrants/returnees/host communities he/she was assigned and implements accordingly.
- Collects, registers and delivers incoming and outgoing Red Cross Messages for IDPs/migrants/returnees/host communities he/she was assigned.
- Conducts tracing of missing persons in operational areas for the IDPs/migrants/returnees/host communities he/she was assigned.
- Collects tracing requests for IDPs/migrants/returnees/host communities he/she was assigned.
- Collects and manages tools allocated to run RFL activities in the IDPs/migrants/returnees/host communities he/she was assigned.
- Implements national society RFL policy and procedures.
- Networks with stakeholders who are working in IDPs/migrants/returnees/host communities he/she was assigned.
- Attends working groups (task forces) such as Child Protection in refugee camps he/she was assigned.
- Distributes RFL tools, identification materials, stationery and other relevant materials to social workers/volunteers on time in IDPs/migrants/returnees/host communities he/she was assigned.
- Assesses, recruits, trains, deploys and coordinates new volunteers in the IDPs and in the host communities.
- Assesses training needs/gaps, prepares the appropriate trainings, coordinates and provides training/refresher courses to social workers/volunteers in cooperation with the regional and HQ RFL unit.
- Identifies RFL awareness gaps in IDPs/migrants/returnees and in the communities and provides tailored RFL dissemination training.
- Makes efforts to upgrade the level and quality of missing families reunification service of the society.
- Prepares standard monthly, quarterly, biannual and annual reports of RFL activities and submits to the regional RFL coordinator/zonal operational heads.
- Undertakes close monitoring and supervision of RFL work and coaches volunteers in the zone/zones.
- Ensures that incoming and outgoing RFL tools are chronologically registered on permanent book at the IDPs/migrants/returnees he/she was assigned.
- Follows up the status of Red Cross Messages and handles tracing requests dispatched from the regional/zonal branch and responds following the procedure of the national society (NS).
- Performs other related duties and responsibilities as assigned by the branch.
Job Specification
- First degree/Master's degree in Disaster Risk Management, Management, Social Work, Sociology, Social Anthropology, Social Psychology, Applied Psychology and related fields, with 4/2 years of related working experience especially in the area of protection.
Language
- Fluency in spoken English, Afan Oromo, and Amharic.
