The Organisation

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs focusing on food security, climate change adaptation, and livelihood diversification with the aim of creating resilient households and communities.

ERCS operates through a structure consisting of 15 Regional Offices, Zonal Branches, Woreda Branches, and community-level committees. It works in partnership with the Ethiopian Government, IFRC, ICRC, and various National Societies.

Job Summary

The Fuel & Lubricant Dispensing Service Officer is responsible for managing and controlling the dispensing, recording, and monitoring of fuel and lubricants for the ERCS Freight Transport Service IGA Project. The position ensures accurate and authorized fuel issuance, maintains up-to-date stock records, and enforces safety and environmental standards. Key objectives include reconciling fuel usage with finance units, preventing loss or misuse, and preparing reports that support cost control and the overall profitability of the Freight Transport IGA business.


Key Performance Areas

Dispensing and Monitoring

  • Dispense fuel and lubricants to freight vehicles according to approved requests and schedules.
  • Verify vehicle identity, driver authorization, and approved fuel quotas before issuance.
  • Record details (plate number, driver, date, odometer reading, and quantity) in registers or digital systems.
  • Monitor consumption trends and report abnormal fuel usage for investigation.

Inventory and Stock Management

  • Maintain accurate records of stock (receipts, issues, and balances) and provide daily, weekly, and monthly summaries.
  • Conduct regular dipstick measurements and tank calibrations to ensure accuracy.
  • Monitor fuel storage levels and report shortages or discrepancies immediately.
  • Participate in periodic stocktaking and fuel audits with relevant units.

Safety and Maintenance

  • Ensure compliance with safety regulations during handling, storage, and dispensing.
  • Enforce "no-smoking" and fire safety procedures in and around the fuel station.
  • Ensure all dispensing equipment (pumps, meters, hoses) are functioning properly and calibrated.
  • Report fuel leakage, contamination, or equipment damage immediately.

Coordination and Reporting

  • Work closely with Transport Operations, Fleet Maintenance, and Finance units for accurate cost tracking.
  • Prepare daily, weekly, and monthly fuel usage reports for the Fleet & Maintenance Supervisor.
  • Support financial reconciliation of fuel purchases and maintain proper filing of all vouchers and receipts.
  • Contribute data for the cost analysis of the Freight Transport IGA Project.

Qualification Requirements

Education

  • College Diploma/TVET Level IV or TVET Level III/II in Automotive Technology, Auto Mechanics, Auto Engine Service, General Mechanics, or related fields.

Experience

  • A minimum of 4 years (for Level IV/Diploma) or 6 years (for Level III/II) of related work experience.
