Role Overview
- Employee Contract Type: Local - Intern (Fixed Term) (Trainee)
- Reports to: Field Security Coordinator (FSC)
Job Purpose
To support the Field Security Coordinator (FSC) in ensuring that effective security measures for the Response Office programs are properly planned, implemented, and aligned with the national security context. The incumbent will lead efforts to optimize organizational security and mitigate operational risks by establishing robust security systems that promote an institutional culture of safety. This role also serves as Acting FSC in the coordinator's absence, ensuring continuity of security leadership.
Major Responsibilities
Security Strategy and Compliance
- Develop and implement the Response Office security strategy in alignment with World Vision’s global policies.
- Ensure that Security Risk Assessments (SRAs), Context Risk Ratings (CRRs), and Core Security Requirement (CSR) standards are conducted and updated in full compliance with Safety, Security, and Resilience (SSR) guidelines.
- Verify that all security requirements are implemented in full compliance with World Vision’s policies and procedures.
Operational Oversight and Crisis Management
- Provide leadership, guidance, and oversight to security focal persons across the Response Office.
- Provide timely input and support to management during crisis situations and critical incidents.
- Conduct security investigations as required or requested.
- Receive, analyze, advise on, and disseminate relevant safety and security (S&S) information to staff, contractors, and visitors.
- Manage day-to-day security incidents, including theft, minor assaults, and localized community disputes.
Networking and Coordination
- Engage local leaders to secure support for safe-access arrangements during field missions.
- Represent World Vision at local NGO security network meetings.
- Maintain communication with government security organs (Police, ENDF, Regional Security Bureaus) regarding local developments and travel permissions.
- Share security information and coordinate movement with humanitarian partners (INGOs, NGOs, UN Agencies).
Capacity Building and Reporting
- Coordinate the development and implementation of the Response Office’s security capacity-building plan.
- Ensure all response staff receive training aligned with Security Standard Requirements (SSR) and HEAT standards.
- Provide regular, clear, and professional security reports and incident updates to the FSC.
- Conduct performance reviews for field-based security focal persons.

Job Requirements
Education and Certification
- BA in Police Science, Law Enforcement Training, or a related field.
- HEAT Course: Successful completion of the HEAT training (or an approved SSR-equivalent) is mandatory within 90 days of employment or during the probation period.
Professional Experience
- Minimum of three (3) years of proven experience in a recognized security field (public, private, government, or NGO sectors).
- Strong leadership, diplomatic, and motivational skills with a proven ability to influence across departments.
- Demonstrated capacity to resolve challenges and foster consensus.
Skills and Environment
- Work Environment: Office-based with 30% domestic travel to process procurement and field oversight.
- Language: Strong communication skills in English and the relevant local language (verbal and written).
- Technical: Proficient in Microsoft Word, Excel, and PowerPoint.
