Job Purpose

The CCD Collaboration Manager serves as the central chair and convener for the Collaborative Cash Delivery (CCD) platform at the country level. This role is responsible for driving inter-agency coordination, strategic leadership, and technical excellence in Cash and Voucher Assistance (CVA). The manager ensures that CCD member agencies are aligned, operationalized, and ready for rapid response, while fostering strong partnerships with donors, government authorities, and the wider humanitarian community.


Key Areas of Responsibility

1. Strategic Leadership & Coordination

  • Serve as the chair and convener for the CCD at the country level, ensuring effective operationalization.
  • Convene regular meetings with structured agendas and actionable outputs.
  • Facilitate clear strategies, priorities, and transparent decision-making processes among members.

2. Stakeholder Engagement & Advocacy

  • Facilitate collaboration with the Cash Working Group, Cluster Leads, donors, and the Ethiopia Cash Consortia.
  • Advocate for CCD platform principles across Ethiopia, engaging with government authorities, UN agencies, and financial service providers.
  • Maintain alignment with regional and global CVA technical forums.

3. Operational Oversight & Technical Leadership

  • Establish technical working groups and workstreams aligned with strategic objectives.
  • Develop, monitor, and update a comprehensive work plan for the CCD, prioritizing initial-year actions.
  • Lead the development of technical and programmatic components for funding submissions and proposals.

4. Readiness & Resource Management

  • Proactively map the geographic presence, resources, systems, and innovations of CCD members in Ethiopia.
  • Ensure members are pre-positioned for rapid response during crisis situations.
  • Oversee the coordination and monitoring of financial and material resources allocated to collective activities.

5. Knowledge Management & Capacity Building

  • Systematically capture, analyze, and synthesize knowledge and lessons learned from operational responses.
  • Coordinate the identification of staff capacity and technical assistance needs within CCD organizations.
  • Support recruitment, mentoring, and supervision of dedicated CCD staff.

Requirements

Education

  • University degree in International Development, International Relations, Social Protection, or a related field. (Relevant employment experience may substitute for some education).

Experience

  • Minimum of 7 years of relevant field-based experience in Cash and Voucher Programming (CVA) within complex/fragile settings, preferably with an INGO.
  • Minimum of 5 years of experience coordinating or managing light to moderately complex inter-agency projects.

Preferred Qualifications

  • Proven expertise in modernizing cash systems (digitization, FSP engagement, and data management).
  • Strong negotiation and facilitation skills for leading collaborations or consortiums.
  • Experience with MEAL (Monitoring, Evaluation, Accountability, and Learning) and technical proposal development.

Skills & Attributes

  • Languages: Excellent written and spoken English.
  • Travel: Must be willing and able to travel up to 50% in-country.
  • Technical: Proficiency in MS Office Suite and familiarity with data analysis software.
  • Mindset: Innovative, flexible, and adaptable to situations that arise during deployment.
