Positive Action for Development (PAD) was established in 2011 by Dr. Girma Admasu. PAD is an indigenous, non-governmental, non-profit, secular, and legally registered Ethiopian Civil Society Organization (Registration No. 2330). The organization was founded with the aspiration of becoming an institution of excellence, humanity, and optimism, serving as a role model within the humanitarian and development sector. PAD envisions a just, compassionate, and inclusive society. Its mission is to cultivate a society in which all people can thrive, guided by the values of optimism, integrity, kindness, excellence, and impactful action. Since its inception in 2011, when it launched a girls’ education program in Dire Dawa with an initial grant of USD 5,000, PAD has grown into a diversified, nationwide organization with strong institutional and financial management capacity. Today, PAD manages a portfolio valued at approximately USD 10 million. PAD implements programs across multiple thematic areas, including emergency humanitarian response; agriculture; health and nutrition; prevention and response to gender-based violence; child and youth development; support for migrant returnees; green livelihood development; democratization and human rights; peacebuilding; livelihood promotion and economic development; integrated support for urban destitute populations; community mental health; and the rehabilitation and reintegration of trafficking returnees. With more than 14 years of experience in the humanitarian and development sectors, PAD maintains an active operational presence in nearly all regions of Ethiopia. In addition, PAD is an active member of national consortia, clusters, and coordination platforms, enabling the organization to expand its reach, strengthen coordination, and maximize its impact across the country.

Throughout our work, we emphasize the importance of inclusion and equity, focusing special attention on gender and groups that are often overlooked, like youth, Indigenous Peoples and persons with disabilities. We strive to foster an organizational culture built around these values. Furthermore, as a results-driven organization, we conduct rigorous monitoring and evaluation to assess our impact and scale up what we know works. EURECS is an innovative delivery mechanism to implement electoral and democracy assistance activities that are consistent primarily with European values and EU policies targeting the facilitation of cooperation on electoral matters between the EU, the EU member states and their partner countries. ECES has obtained the Tcertification and ISO 9001 certifications for our financial transparency and for our quality management system. We implement our activities via a truly international, multicultural and multilingual personnel. With individuals with at least 60 different nationalities who can work in at least 30 languages we are as diverse as the electoral stakeholders we cooperate with worldwide. This native insight and our innovator spirit make us better electoral assistance implementor and helped us foster strong relationships also because we can communicate and work in many languages and therefore understand many cultures. ECES implemented, with other partners, on behalf of the EU the ERMES project, called the European Resource for Mediation Support, which was a strategic tool for the EU’s role in mediation and dialogue. ECES provided the key expertise, and the office of the project was situated within our HQ. In this context, ECES is also a proud member of the European Peacebuilding Liaison Office network, the biggest and leading civil society European platform of 50 independent organisations and think tanks from 17 European countries committed to peacebuilding and the prevention of conflict. Since 2024, ECES has been a member of the Team Europe Democracy Initiative (TED). The initiative will establish and strengthen networks among EU institutions, EU member states, think tanks, academia, civil society organisations and other like-minded organisations in democracy support, human rights and other related areas.
