Purpose of the Job
The Treasury Officer ensures that all payment requests comply with SNV Ethiopia policies, donor regulations, and Ethiopian government requirements (particularly tax matters). The role is responsible for the accuracy of financial documentation, timely tax filings, and the efficient management of disbursements and cash deposits.
Key Responsibilities
Financial Management and Compliance
- Maintain books of accounts, check receipts, and safeguard financial documents.
- Facilitate income and withholding tax payments and ensure timely returns to the Tax Authority.
- Reconcile pending tax liabilities and ensure all collections are deposited daily.
- Ensure compliance with SNV Global and Country Office manual procedures and donor contractual obligations.
- Follow the internal control framework and the Country Authority matrix for approval thresholds.
Disbursement and Reconciliation
- Verify source documents and authorizations before effecting payments.
- Ensure suppliers are on the approved list or comply with the procurement manual.
- Manage the posting of supplier invoices in SAP Business by Design (SBD), ensuring linkage to correct budget lines and POs.
- Prepare checks or wire transfers for approved invoices.
- Maintain sequential disbursement files and ensure stamps are applied to paid invoices.
- Post daily/weekly bank statements in SBD to meet monthly closure deadlines.
- Monitor supplier and employee aging analysis to resolve overdue amounts.
Learning and Advisory
- Stay updated on government regulations and sector best practices.
- Advise Program/Project Managers on financial policies and applicable laws.
- Proactively suggest efficient ways to improve treasury systems.
Qualifications & Experience
Education & Experience
- Required: Bachelor’s degree in Finance or Accounting.
- Required: A minimum of 5 years of work experience in a similar treasury or finance position.
- Asset: Previous experience in the NGO sector.
Skills & Attributes
- Strong knowledge of Ethiopian tax laws and regulations.
- Proficiency in Computerized Accounting and MS Office (Word, Excel, Access).
- Technical Skill: Proficiency in SAP Business by Design (SBD) is highly desired.
- Result-oriented with high integrity and a focus on quality.
Additional Information
- Contract Type: National – Full time.
- Expected Start Date: July 1, 2026.
- Duty Station: Addis Ababa.
- Contract Duration: One year with possibility of extension.
