Job Description


Background

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Civil Society Organization established in 2005 and reregistered at the Agency for Civil Society Organizations with Certificate No. 0321 under Proclamation No. 1113/2019. ECDD works in partnership with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs. ECDD envisions a disability-inclusive Ethiopia, where persons with disabilities exercise their human rights and have access to mainstream services and opportunities on an equal basis with others. ECDD is currently implementing a project entitled "Ahead for Accessible, Inclusive, Equitable, and Affordable SRH and Essential Healthcare Services for Adolescents and Youth with Disabilities (AHEAD)" funded by UNFPA. The project aims to enhance access to Sexual and Reproductive Health (SRH) and essential healthcare services for youth with disabilities. As part of this initiative, ECDD is supporting Income Generating Activity (IGA) groups with equipment to manufacture reusable sanitary pads locally, alongside a pilot automated dispensing program to improve school-based menstrual hygiene management.

Objective of the Assignment

The primary objective of this ToR is to identify and engage a qualified, legally registered supplier to provide a high-quality Sanitary Pad Dispensing Machine, tailoring machinery, and manufacturing raw materials for reusable pads.

Scope of Supply (Detailed Price Schedule)

Bidders are invited to provide competitive financial and technical quotations for the following items. All machinery and materials must be brand new, unused, and of premium grade.

Note: Quantities may scale up or down based on price and fund availability.

Eligibility: Required Capacity and Skills

Suppliers and legal business entities must fulfill the following criteria to be eligible for technical evaluation:

  • Experience: Profile showcasing proven experience in supplying tailoring machinery, industrial textiles, raw production materials, or electronic dispensing equipment
  • Legal compliance: A valid and renewed business license for the current fiscal year, Taxpayer Identification Number (TIN) Certificate, and VAT Registration Certificate
  • Quality standard: Commitment to supply brand-new, factory-original equipment. Refurbished or second-hand machinery/material will be automatically rejected

General Conditions & Terms of Payment

  • One option policy: Bidders must offer exactly one clear brand, model, and fabric sample choice per item listed. Multiple alternative variations in a single bid will invalidate the item quote
  • Pricing: Financial quotes must be written in Ethiopian Birr (ETB) and must cleanly factor in VAT, transport, loading/unloading, and site delivery costs. The expiration timeline of the price validity must be stated
  • Payment terms: ECDD does not make advance payments. All payments will be made right after the submission of the equipment. Payments are disbursed exclusively via bank transfer or bank cheque following the physical delivery, strict quality inspection, and official formal acceptance sign-off by ECDD's technical team
  • Right to reject: ECDD reserves the complete right to accept or reject any bid, partially or in full

The technical and financial proposals will account for 40% and 60%, respectively, of the selection criteria, broken down as follows:

Interested and authorized vendors must submit their technical and financial proposals, enclosed inside a securely stamped and sealed envelope, within 10 calendar days of this announcement (on or before the closing deadline of June 01, 2026).
