Job Description


Under the general supervision of the Talent Acquisition Manager, the incumbent provides assistance to supervisors, managers, and staff. The role involves providing information on recruitment policy and procedures, safety and benefit policies, working conditions, job descriptions, performance reviews, and overall HR policies. The officer updates the employee database and ensures complete integration of the HR database with the MSIE Payroll system.

Duties and Tasks

Policy and Planning

  • Ensure the proper implementation of MSIE’s Human Resources Policy Manual and the Labour Code of Ethiopia.
  • Prepare human resources planning to ensure a sustainable supply of qualified personnel.
  • Assist in the preparation and updating of the Human Resources Policy and Procedure Manual.
  • Assist in monitoring, following up, and assessing team members’ satisfaction periodically.

Recruitment and Onboarding

  • Organize recruitment programs and participate in the recruitment and selection of team members.
  • Organize orientation programs to introduce new entrants to MSIE’s vision, values, working culture, and policies.

Contract and Record Management

  • Ensure the timely renewal or termination of staff contracts in accordance with MSIE HR policy and the Ethiopian Labour Proclamation.
  • Maintain and update the employee database, including timely reporting of retirement information to the Director of Human Resources.
  • Update and keep files of team members’ history and prepare monthly and periodic statistical HR reports.
  • Organize the HR Department archive to ensure the smooth accessibility of records.

Leave and Benefit Administration

  • Prepare and follow up on the annual leave plan for all team members.
  • Maintain all records of leave in personnel files and ensure utilization aligns with organizational plans.
  • Liaise with Area and Field Finance Officers on the timely submission of staff leave utilization reports.
  • Administer entitlements, allowances, benefits, and incentives.
  • Liaise with insurance companies regarding changes in employee family status or new enrollments.

Performance and Employee Relations

  • Coordinate regular performance management programs and compile data during Mid-Year and Annual Performance reviews.
  • Assist the Talent Acquisition Manager in handling disciplinary issues.
  • Assist in the capacity building of HR team members.

Qualification Requirements

Education

  • MA or BA in Management or Human Resource Management.

Experience

  • Two (2) years of experience for MA holders or four (4) years of experience for BA holders.

Skills, Attitudes and Attributes

  • Strong interpersonal, negotiation, and communication skills.
  • Proficient computer skills.
  • Knowledge of National Labour regulations, proclamations, and policies.
  • Pro-active, dynamic, and strong problem-solving skills.
  • Pro-choice alignment.
  • Creativity.
