Job Description
The International Food Policy Research Institute (IFPRI), in collaboration with the African Leadership Excellence Academy (AFLEX) and the Policy Studies Institute (PSI), is implementing a study to examine barriers to evidence-informed policymaking in Ethiopia. The study evaluates two primary interventions: capacity-building/training for policymakers and an evidence translation/rapid-response intermediation service.
IFPRI seeks to hire a qualified survey firm to support multi-wave data collection activities (baseline, midline, and endline) to assess changes in policymakers’ demand for, trust in, and use of research evidence.
Scope of Work
The selected survey firm will be responsible for the following activities across seven interlinked phases:
- Recruit Enumerators (May 2026): Hire university-graduate interviewers, supervisors, and quality controllers with prior survey experience.
- Test Survey Instruments (May–June 2026): Refine and pilot baseline, midline, and endline instruments (measuring awareness, attitudes, and practices) in collaboration with IFPRI.
- Enumerator Training (June 2026): Ensure all staff complete at least 5 days of in-person training, including CAPI (SurveyCTO) practice and readiness assessments.
- Implement Baseline Survey (June–July 2026): Collect data from 360 federal-level policymakers in Addis Ababa (approx. 90 minutes per respondent).
- Implement Midline (Jan 2027) & Endline (June 2027): Conduct follow-up surveys with the same 360 participants to maintain longitudinal consistency.
- Quality Control Mechanisms: Implement robust oversight, including audio audits, active field supervision, and contingency plans for hardware failure.
- Data Processing & Management: Agree on cleaning protocols, document all do-files, and ensure daily data uploads to IFPRI platforms.
- Ethics & Security: Adhere to strict confidentiality, PII separation, and participant protection protocols throughout the study duration (May 2026 – Dec 2027).

Required Qualifications of the Survey Firm
- Institutional Experience: Minimum of three years in designing and implementing large-scale quantitative surveys in Ethiopia.
- Multi-Wave Management: Proven capacity for longitudinal data collection and panel tracking (baseline, midline, and endline).
- Technical Capacity: Advanced skills in data management, cleaning, and documentation using CAPI platforms (e.g., SurveyCTO).
- Research Design: Experience with experimental/quasi-experimental designs (e.g., RCTs) involving public sector decision-makers.
- Local Knowledge: Deep familiarity with the Ethiopian policy landscape and government institutional structures.
- Team Management: Demonstrated ability to recruit, train, and supervise large field teams under strict timelines.
- Ethics & Quality: Established systems for research ethics compliance and rigorous quality assurance (back-checks, spot checks, validation routines).
