About the Ethiopian Red Cross Society (ERCS)
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides emergency response, ambulance and first aid, family reunification, essential drugs, water and sanitation, and disaster risk reduction programs.
The Society operates through a vast national structure consisting of 14 regional branches, 40 zonal branches, 180 woreda branches, and 5,871 Kebele Red Cross Committees, working in partnership with the Ethiopian Government, IFRC, ICRC, and partnering National Societies.
Overview of the Role

The Public Health Coordinator provides technical leadership, coordination, quality assurance, and implementation support for health interventions under the EC2R Programme. Based at HQ, the role supports field teams across Amhara, Oromia, Benishangul-Gumuz, and Tigray. The focus is on public health programming in emergency and resilience contexts, including disease prevention, outbreak preparedness, referral linkages, and WASH-health integration.
Specific Duties and Responsibilities
Programme Planning and Implementation
- Lead the planning, coordination, and technical implementation of public health activities under the EC2R Programme.
- Develop detailed activity plans, implementation schedules, and technical guidance for targeted regions.
- Ensure public health interventions respond directly to conflict- and drought-affected communities, including IDPs, returnees, women, children, and persons with disabilities.
- Support integration of public health activities with WASH, nutrition, protection, and disaster risk reduction (DRR) pillars.
Technical Leadership & Quality Assurance
- Provide technical leadership on emergency, recovery, and resilience-focused health programming.
- Develop or adapt public health training materials, standard operating procedures (SOPs), technical tools, checklists, and field guidance notes.
- Supervise the quality of public health activities through regular technical field monitoring, mentoring, and verification.
- Mainstream gender, protection, disability inclusion, safeguarding, accountability, and conflict sensitivity across all active operations.
Coordination, Partnerships & Reporting
- Maintain strong working relationships with the Ministry of Health (MoH), Regional Health Bureaus (RHBs), UN agencies, NGOs, and health clusters to optimize complementarity.
- Track public health indicators and targets in close collaboration with the PMEAL team, ensuring accurate and timely collection of public health data.
- Prepare and submit timely, accurate technical updates, field visit reports, success stories, and comprehensive inputs for donor reporting.
- Contribute to public health activity budgets, procurement tracking, and spending plans in partnership with logistics and finance units.
Capacity Building & Supervision
- Provide technical supervision and coaching to public health officers, field staff, volunteers, and community structures.
- Identify capacity gaps and execute technical training or orientations on community-based disease prevention, risk communication, and referral pathways.
Job Requirements & Qualifications
Education:
- Master’s or Bachelor’s degree in Public Health, Environmental Health, Nursing, Health Promotion, Health Officer, Epidemiology, or a related health field.
Experience:
- With Master’s Degree: Minimum of 7 years of relevant experience.
- With Bachelor’s Degree: Minimum of 9 years of experience.
- At least 3 to 5 years of coordinator or managerial experience leading health interventions in conflict, drought, displacement, or emergency‑affected areas.
- Proven experience working alongside government health structures, community-based health networks, and local partners.
- Experience in donor-funded programmes; experience with FCDO‑funded projects is a distinct asset.
- Prior experience with the Red Cross/Red Crescent Movement or humanitarian NGOs is highly desirable.
