The Opportunity
This is a new and key role within Plan International Ethiopia (PIE). The analysis, collection, and processing of data and information from within PIE, Plan more generally, and external sources is a vital part of our drive to develop an evidential base for our work in both the development and humanitarian spheres. This, in turn, allows us to influence donors and other stakeholders as well as develop the organisation at both the programme and strategic levels.
The post holder will run an efficient department and work across the Programme and Portfolio Department to influence other functions and departments within PIE, especially programme managers, to undertake their responsibilities towards data collection and use. Of equal importance is ensuring that data is disseminated in a way that it can be used and that lessons are both learnt and used to develop our approach and practices.
The Individual
- Education: Master’s degree in Monitoring & Evaluation, Statistics, Development Studies, Gender Studies, or a related field.
- Experience: Minimum of 7 years of progressively responsible experience in MERL, Program Quality, or Data Management within the development or humanitarian sector, including at least 3 years in a managerial position.
- Sector Expertise: Minimum of 5 years managing development, humanitarian, and resilience programmes in the INGO sector within complex environments.
- Technical Skills: Strong command of data analysis software and tools (e.g., Excel, SPSS, Power BI, DHIS2).
- Leadership: Proven experience in leading or mentoring M&E/Quality teams and building technical capacity.
- Contextual Knowledge: Experience working in fragile or low-resource settings, ideally in Ethiopia, navigating security concerns and cultural diversity.
- Thematic Knowledge: Experience across areas such as Protection, SRH, Education, WASH, Health, and Livelihoods is highly beneficial.

Safeguarding and Gender Equality and Inclusion (GEI)
- Understands and puts into practice responsibilities under Safeguarding and GEI policies and the Code of Conduct (CoC).
- Ensures team members are properly inducted and understand their role in upholding safeguarding policies.
- Ensures that global policies for Safeguarding Children and Young People are fully embedded in day-to-day work.
- Ensures Plan Ethiopia contributes to global efforts through accurate reporting and data submission.
