Médecins Sans Frontières (MSF) is an independent international medical humanitarian organization that delivers emergency aid in more than 70 countries to people affected by armed conflict, epidemics, natural or man-made disasters, or exclusion from healthcare.
Main Purpose of the Position
Defining, coordinating, and monitoring all care and nursing related activities in the project and ensuring the daily management of the human resources, according to MSF nursing protocols, standards, and procedures, to warrant efficiency, quality, and continuity of prescribed care.
Accountabilities
- Planning and Organization: Planning and organizing all nursing related activities (IPD, OPD, maternity, nutrition, etc.) and participating in the definition of annual planning and budget updates. Scheduling duty rosters, shifts, and on-call for nursing staff.
- Coordination and Supervision: Supervising the implementation of legal therapeutic protocols and standards (PPTCT, PEP, VCT, IEC, SGBV, MH services, etc.) and providing technical support to ensure quality care, confidentiality, and information traceability.
- Nutrition: Supervising nutritional activities to ensure therapeutic food complies with quality and quantity standards.
- Administration: Ensuring all administrative procedures and documents (individual patient cards, registration books, discharge/transfer papers) are used correctly.
- Pharmacy: In collaboration with the Pharmacist and Medco, supervising distribution and pharmacy activity, preparing new orders, and monitoring expiration terms to ensure safety stock levels.
- Medical Devices: Coordinating with the biomedical service to supervise the appropriate use of medical devices and anticipating future needs.
- Laboratory: Coordinating with the Logistics Manager to supervise laboratory outputs (blood tests) to ensure correct sample collection and timely results.
- HR Management: Planning and supervising processes (recruitment, training, evaluation, development) for nursing staff. Training staff at PTE.
- Reporting: Reporting relevant information to the line manager and participating in monthly reports.
MSF Section/Context-Specific Accountabilities
The Nursing Activity Manager (Outreach) will mainly focus on Outreach Activities in the supported Health Facilities in the Afar region.
- Outreach Supervision: Overseeing mobile/outreach nutritional activities as per MOH and MSF nutrition protocols.
- Outbreak Response: Engaging in assessments and interventions in case of any outbreak or alert within the catchment area in collaboration with RHB.
- Quality & Safeguarding: Providing technical support for nursing, IPC standards, and safeguarding principles.
- Referrals: Acting as the lead for referral activities in collaboration with PMC/PMC support and clinical officers.
- Outreach Pharmacy: Supervising pharmaceutical management of outreach activities, including medical orders and consumption records.
- Data Management: Focal point for medical data collection and analysis, monitoring key performance indicators (KPIs), and reporting to the PMC.
- Vaccination: Ensuring vaccination services are provided to eligible children in collaboration with RHB staff.
- Planning: Developing weekly and monthly outreach plans for nutrition teams and Community Volunteers.
About You
Education
- Essential: Bachelor of Science in Nursing (BSc Nursing).
- Desirable: Master of Public Health (MPH).
Experience
- Essential: 3 years of proven experience in Nursing Management OR Nursing Team Supervision (or a combination of both).
- Essential: 1 year experience in working with ambulatory sites treating acute malnutrition (ATFCs / OTPs / CMAM).
- Desirable: Working experience in MSF or other NGOs.
- Desirable: Experience in assessments and responding to outbreaks or natural disasters.
Skills & Requirements
- Languages: English fluency is essential; knowledge of local languages is an asset.
- Technical: High level of Computer literacy (Word, Excel, PowerPoint, Outlook, Teams).
