Overview of the Role

The M&E/Accountability Officer is responsible for implementing and strengthening Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to ensure quality programming, accountability, and evidence-based decision-making.

The role oversees data quality assurance, field surveys, and reporting, while producing timely quantitative and qualitative performance briefs. The officer also manages feedback and response mechanisms (FRM), promotes community participation, and documents lessons learned to improve organizational learning.


Key Responsibilities

Data Management & Quality Assurance

  • Oversee data entry, cleaning, validation, and database management in Microsoft Excel and other specialized statistical tools, supervising Data and Registration Assistants.
  • Ensure data accuracy and quality through routine data quality assurance (DQA) and verification processes.
  • Maintain organized, accurate, and up-to-date program databases, beneficiary registries, and supporting documentation.
  • Develop and apply standardized beneficiary counting methodologies and indicator measurement approaches across all interventions.
  • Verify reported achievements using appropriate means of verification and ensure proof of completion for all training, distributions, and events is properly filed.

Assessments, Surveys & Research

  • Lead and coordinate baseline surveys, end-line surveys, needs assessments, and post-distribution monitoring (PDM) in collaboration with Program Managers.
  • Develop woreda/district profiles, situation analyses, and project baseline datasets to support targeting and intervention justification.
  • Conduct regular field monitoring visits to assess project progress, verify reported numbers, and engage directly with community leaders and beneficiaries.
  • Prepare Terms of Reference (TORs) and provide technical oversight for external consultants conducting major surveys or evaluations.

Reporting, Learning & Accountability

  • Support proposal development and donor reporting by providing validated indicator data, trend analyses, and technical MEAL inputs.
  • Produce timely quantitative and qualitative reports, post-intervention summaries, and analytical briefs comparing field outcomes with baseline targets.
  • Document best practices, challenges, case studies, and impact stories from the field to foster continuous program improvement.
  • Support the development of log frames, indicator tracking tables (ITTs), workbooks, and standard reporting tools.
  • Implement and manage community accountability mechanisms, including Feedback and Response Mechanisms (FRM), localized information-sharing, and community engagement.

Capacity Building & Collaboration

  • Train and support project staff on MEAL tools, mobile data collection methodologies, reporting requirements, and indicator definitions.
  • Participate in and facilitate periodic project reviews, evaluation exercises, and internal learning events.

Education and Experience Needed

  • Education: Bachelor’s degree in Statistics, Economics, Development Studies, Project Management, or a related field.
  • Experience: Minimum of 3 to 4 years of relevant work experience in a monitoring, evaluation, and learning role.
  • Prior experience handling data entry and verification within an International NGO (INGO) environment is highly preferred.
  • Languages: Professional written and spoken proficiency in English and Amharic is required. Working knowledge of the specific regional language where the project is deployed is mandatory; knowledge of other national languages is a plus.

Required Skills & Competencies

  • Excellent computer proficiency, specifically in MS Excel, MS Word, and various mobile data collection/analysis platforms.
  • Strong written and oral communication skills with an ability to synthesize complex data into clear reports.
  • Outstanding interpersonal skills with a persona that enables effective engagement with a diverse range of individuals.
  • Highly organized, self-motivated, and efficient multitasker with strong time-management skills.
  • Proven capacity to maintain absolute data confidentiality.

Physical Demands & Work Environment

  • Physical Demands: Frequently required to stand, walk, run, and travel across rough terrain. Must occasionally lift and/or move up to 100 pounds. Specific vision requirements include close vision, distance vision, and depth perception.
  • Work Environment: The position operates in a fluid security context and requires travel in-country with exposure to hot/humid weather conditions, remote field environments, and moderate to loud noise levels near construction or maintenance workshops.
