Overview of the Role
The Health Program Manager oversees the daily operations of Samaritan’s Purse Health Program within the designated program area. This role includes managing Mobile Medical and Nutrition Unit (MMNU) activities, traveling to mobile clinic sites, coordinating operational setup, and supervising primary health care (PHC) delivery.
The manager is responsible for leading the health teams, managing budgets, ensuring compliance with Ministry of Health guidelines, and representing Samaritan's Purse in coordination meetings with health cluster partners and government authorities.
Key Responsibilities
Project Management & Clinical Leadership
- Oversee and coordinate all components of the Health project, ensuring effective planning, implementation, monitoring, and timeline management in line with donor requirements.
- Provide leadership and operational oversight for MMNU teams and PHC support services, ensuring high-quality, culturally sensitive medical care is delivered.
- Supervise the clinical team, conduct performance evaluations, and provide direct technical interventions or guidance when required.
- Ensure the proper functioning, inventory control, and maintenance of mobile medical units, equipment, medical supplies, and pharmaceuticals.
- Provide clinical leadership by training and mentoring staff on newly disseminated medical knowledge, national protocols, and universal infection prevention and control (IPC) practices.
Financial, Logistics & Quality Control
- Manage project finances through strict adherence to approved budget limits, tracking expenditures, providing verifiable receipts, conducting PAR reviews, and submitting accurate financial reports.
- Coordinate with the logistics and procurement departments to ensure the transparent and timely delivery of medical supplies, keeping clear records of project inputs.
- Maintain strong monitoring and evaluation (M&E) systems, working closely with M&E staff to ensure data tools are consistently utilized by the field teams.
Stakeholder Coordination & Representation
- Represent the organization to build and maintain collaborative relationships with Health Clusters, local government departments, health centers, and neighboring INGOs/NGOs.
- Ensure active information-sharing and structured coordination of project activities with community stakeholders and local authorities.
Education and Experience Needed
- Education: Master of Public Health (MPH) degree or Doctor of Medicine (MD).
- Experience: Minimum of 5 years of professional experience, including at least 2 years in a clinical leadership or health coordination role.
- Direct experience managing health programs within a humanitarian or emergency response setting, preferably in a low-resource environment.
- Languages: Professional written and spoken proficiency in English and Amharic is required. Working knowledge of the specific regional language where the project is situated is mandatory; knowledge of any other national language is an asset.

Physical Demands & Work Environment
- Physical Demands: Regularly required to sit, stand, walk, run, and maneuver through field sites. Must occasionally lift and/or move equipment weighing up to 100 pounds. Requires close vision, distance vision, peripheral depth perception, and the ability to adjust focus.
- Work Environment: Operates in a fluid security context requiring frequent travel in-country to mobile clinic sites. Exposure to hot, humid weather conditions, communicable diseases, and moderate to loud noise levels (near maintenance or construction workshops) is expected.
