Job Description
Expert Consultant: GCF Funding Proposal Development
The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive, and sustainable economic growth in developing countries and emerging economies.
In Ethiopia, GGGI is supporting the Ministry of Planning and Development (MoPD), the National Designated Authority (NDA) to the Green Climate Fund (GCF), and other partners to enhance access to climate finance. This assignment is part of a broader project aimed at strengthening institutional mechanisms for GCF readiness.
Objectives of the Assignment
The primary objective is to transform the draft project concept, "Enhancing Community Development through Forest Restoration and Green Growth in Ethiopia-Oromia Region," into a fully developed, investment-ready GCF funding proposal. The consultant will lead the technical writing and coordination process to ensure the proposal meets all GCF requirements and aligns with the priorities of the Government of Ethiopia.
The consultant will collaborate with the Development Bank of Ethiopia (DBE) and the United Nations Industrial Development Organization (UNIDO), who serve as the accredited entities for submission.
Scope of Work and Key Responsibilities
1. Inception and Work Planning
- Review existing project documentation, initial draft proposals, and relevant studies.
- Develop a detailed inception report outlining methodology, work plans, and a stakeholder engagement strategy.
- Present the inception to the supporting team (DBE, MoPD/NDA, UNIDO, OSF).
2. Pre-Feasibility Study and Technical Analysis
- Assess the technical, financial, economic, social, and environmental viability of proposed interventions in the Bale, Jimma, and Iluababor zones.
- Conduct site visits to gather primary data and validate assumptions.
- Refine the project’s Theory of Change, logic framework, and implementation arrangements based on data-driven recommendations.
3. Stakeholder Consultation and Engagement
- Facilitate consultation workshops in Addis Ababa and target zones in the Oromia Region.
- Ensure participation from government entities, local communities, civil society organizations (CSOs), and the private sector.
- Document outcomes and integrate feedback into the proposal design.
4. GCF Funding Proposal Development
- Lead the writing of the full GCF funding proposal using the latest official template.
- Integrate technical inputs from DBE and UNIDO.
- Coordinate mandatory annexes: Feasibility Study, Environmental and Social Safeguards (ESS) report, Gender Assessment and Action Plan, and the Financial Model.
5. Finalization and Submission Support
- Present the draft proposal to stakeholders for validation.
- Produce a final, submission-ready package based on consolidated feedback.
- Provide technical support during the GCF review process, including responding to clarifications.

Expertise Required
Education
- Master’s degree or higher in Environmental Science, Natural Resource Management, Climate Change, Development Economics, Forestry, or a related field.
Experience
- General: At least 10 years of professional experience in climate change mitigation and adaptation projects.
- Track Record: Successfully developing and securing approval for at least two (2) funding proposals for the GCF or major climate funds (e.g., GEF, Adaptation Fund).
- Technical: Extensive experience in conducting feasibility studies and cost-benefit analyses for environmental projects.
Functional Competencies
- Deep understanding of GCF investment criteria and results management frameworks.
- Familiarity with ESS documentation and Gender Assessments.
- Strong analytical and writing skills to synthesize complex technical info into persuasive narratives.
- Proficiency in English is essential; knowledge of Amharic or Afan Oromo is a strong asset.
