Job Description


Director of Finance

The Director of Finance will provide strategic direction and leadership in managing the operations of the Finance Directorate in order to achieve the Africa CDC strategic objectives and goals. S/he will work with the Africa CDC executive team to build and deliver financial policies and strategies that improve the organization’s financial status. S/he will oversee all financial operations within each Division/Unit to ensure they are spending within the budget and following the financial policies laid out by the AUC.

The Director of Finance will also analyze the financial performance of Africa CDC and build reports for the executive team to review and provide feedback. S/he will research and review Africa CDC’s financial statistics to make forecasts and projections that help to build more comprehensive budgets. S/he will develop strategies to assess, manage, and minimize any potential financial risks.


Main Functions

  • Develop and execute the overall strategy for the directorate, ensuring alignment with organizational strategy.
  • Manage and supervise employees within the directorate, ensuring timely delivery of goals and effective performance evaluations.
  • Drive the implementation and monitoring of policies, strategies, and programs to contribute to relevant AU Policy Organs Decisions.
  • Provide strategic financial leadership for the operationalization and oversight of the African Epidemic Fund, Special Accounts, and Trust Funds.
  • Design and oversee innovative financing solutions, including blended finance instruments, catalytic capital structures, and risk-sharing mechanisms.
  • Ensure the preparation of periodic financial and budget execution reports and annual financial statements.
  • Develop and maintain standard operating procedures (SOPs) and robust monitoring and evaluation systems for the directorate.
  • Manage risks, develop mitigation measures, and ensure business continuity.

Specific Responsibilities

  • Strategic Planning: Oversee financial strategic planning by evaluating institutional performance and potential risks.
  • Financial Management: Implement efficient budgetary strategies and management systems in accordance with International Public Sector Accounting Standards (IPSAS) and AU Financial Rules and Regulations.
  • Budgetary Oversight: Prepare instructions for budget preparation, oversee the program budget, and follow up on its implementation.
  • Internal Controls: Supervise all audit and internal control processes and guarantee compliance with financial laws and guidelines.
  • Asset Safeguarding: Ensure safe custody of all liquid assets, manage statutory funds, and ensure prompt recovery of receivables.
  • Stakeholder Engagement: Coordinate with external financial entities and maintain relations with Member State agencies to ensure timely collection of contributions.
  • Operational Excellence: Invest excess liquidity as authorized and facilitate the conduct of external audits.

Academic Requirements and Experience

  • Education: Master's degree in Accounting, Finance, or Business Management.
  • Professional Certification: Mandatory membership in an internationally recognized professional accounting body (CA, CPA, ACCA, CIMA, Expert Comptable).
  • Experience: * At least fifteen (15) years of experience, with eight (8) years at a managerial level and five (5) in a direct supervisory role.
    • Experience leading financial operations, planning, analysis, and risk management.
    • Experience in public health administration or related program management is an added advantage.

Required Skills

  • In-depth knowledge of accounting software (especially SAP-ERP) and financial analysis.
  • Ability to develop multi-annual plans and budgets based on Result-Based Management.
  • Excellent leadership, interpersonal, and communication abilities.
  • Proficiency in one of the AU working languages (Arabic, English, French, Portuguese, Kiswahili, and Spanish); fluency in another is an advantage.
  • Strong skills in business intelligence tools, data analysis, and technical drafting.

Tenure and Remuneration

  • Tenure: Regular term contract for three (3) years, with a 12-month probationary period. Renewable for two-year periods subject to performance.
  • Basic Salary: Indicative basic salary of US$ 78,138.00 (D1 Step 1) per annum.
  • Allowances: * Post adjustment (46% of basic salary).
    • Housing allowance (US$ 26,208.00 per annum).
    • Education allowance for eligible dependents.
