Job Title: Field Officer for Health and WASH
Project: EC2R Project
Work Unit: Zonal Branch
Reports to: Zonal Branch Head/DRM Head
Place of Work: East Borena & East Hararghe Zonal Branch Office with frequent travel to project sites
Salary: Negotiable
Terms of Employment: 1 year with possibility of extension based on availability of fund and performance
Number Required: 2 (two) — one for East Hararghe, one for East Borena & Guji
Job Summary
The EC2R Field Officer is responsible for the overall project management which includes planning, budgeting, implementation, provision of technical support, monitoring and evaluation, timely and quality reporting as per the provided formats and standards in the specific project area. He/she also facilitates partnership building with relevant stakeholders. The Project Field Officer is directly accountable in following up project activities and ensuring their completion within the timeline set, allocated budget as per the project document, with standard quality and in relation to the MoU between FCDO (Foreign Commonwealth Development Office) and Ethiopian Red Cross Society (ERCS). In addition, the field officer is expected to be flexible, supportive of his/her colleagues at the ERCS branch as well as head quarter level.
Key Responsibilities
- Ensure that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization
- Develop action plan for both health and WASH project activities together with project area health and water offices
- Facilitate provision of trainings for health managers, health workers, ERCS staffs and volunteers, and WASHCOs
- Establish WASHCos, facilitate training, and lead preparation of business plan, activation, legalization and registration process
- Facilitate training delivery process in collaboration with the project stakeholder (health and water offices) in the project operation areas
- Collect stakeholders contact lists, beneficiaries, location and necessary data for water schemes found in project operation area
- Participate in gap identification and analysis, facilitate field practices activities for health workers, and community volunteers in collaboration with the project stakeholders
- Communicate with WASHCO regularly and provide them with the required technical assistance for proper implementation of maintenance plans of water scheme in the project operation areas
- Attend health and WASH meetings at regional/zonal/woreda level and undertake follow-up actions
- Regularly and actively work with project area zone/woreda health and water offices to ensure the project quality work
- Actively participate in the procurement process such as preparation of specification for items to be procured under the project, and inspection of material during delivery time
- Facilitate provision of Leadership Management and Governance (LMG) training/refresher for WrHO/ZHD/RHB experts and managers
- Facilitate joint supportive supervision and review meetings in collaboration with zonal/woreda health office, support health facility coaching activities as planned in the project activity
- Identify needs and facilitate capacity building training for health workers in primary hospitals & health centers on RMNCH & other topics (BEmONC/iCCM/IMNCI/PHEM/Immunization in Practice/IPC/AMR)
- Plan, monitor and implement the activities of referral linkage and facilitate training of ambulance attendants as planned in the project document
- Technical support to health facilities in immunization zero dose identification and linking to vaccination through deployment of volunteers, regular adult and pediatric consultations, immunization, ANC, delivery, PNC, and outreach services
- Facilitate the training of HEWs, ERCS volunteers on Epidemic Control for Volunteers (ECV), and on MHPSS, PGI/CEA
- Assist health office and health facilities to adopt, print and distribute IEC/BCC
- Facilitate the construction/rehabilitation of gender segregated and disable friendly institutional latrines with handwashing facilities (health facilities and schools) and water system rehabilitation and maintenance, with ERCS WASH engineer
- Direct implementation of health and WASH project activities in the assigned project areas, including medical supplies distribution, and WASH NFI distribution; hygiene promotion facilitation and capacity building activities
- Prepare weekly, monthly and quarterly plan and report specific to the project and submit to project coordinator on time
- Monitor financial utilization in collaboration with project accountant adhering to ERCS and donor's policies
- Archiving acquired and entrusted documents and materials in proper manner
- Assure that all visibility material and events are in accordance with the donor and ERCS guidelines
- Assuring a constant communication, coordination and monitoring of project partners work that should lead to successful implementation of all project's activities
- Maintaining smooth and professional relations with all project stakeholders
- Other assignments corresponding to actual needs of the project, program or mission
Job Requirements
Education
- MSc in public health, BSc environmental health, public health and related fields
Experience
- At least 3/5 years' experience in project planning, implementation, reporting, field monitoring, administrative tasks, field coordination with government (health and water) offices
- Previous Red Cross experience in volunteerism is an advantage
Skills & Competencies
- Technical background and knowledge in MNCH, and demonstrated work experience in water and sanitation in designing and implementing hygiene promotion programs
- Familiarity with relevant standards and guidelines for WASH in health facilities and community
- Proficiency in verbal and written English, budget planning and management, monitoring and evaluation, report writing
- Proven ability to meet deadlines
- Understanding of the importance of gender, equity, diversity and social inclusion
- Good communication at the community level, and coordination with other stakeholders
