Job Description
Background
Three Indian Ocean Commission (IOC) Member States (Comoros, Mauritius, and Seychelles) have purchased the Synergie-Web forecaster workstation. This system integrates data and models to generate technical charts, maps, specialized meteorological objects, decision support bulletins, and public safety warnings.
To ensure operational reliability, a Factory Acceptance Test (FAT) is planned at the supplier’s premises (MFI in Toulouse). The purpose of the FAT is to verify that the complete system—including data ingestion, forecasting platforms, databases, and user interfaces—functions as intended prior to delivery and installation.
Objectives
The objective of this consultancy is to support the FAT process by ensuring that the functionalities of the Synergie-Web workstations are fully aligned with technical specifications and operate as intended prior to deployment.
Duties and Responsibilities
Under the supervision of the Project Manager of the CREWS SWIO project, the IOC Technical Team, and the WMO Representative for Eastern and Southern Africa, the consultant will:
1. Verification of Technical Requirements
- Review technical specifications, system design documents, and acceptance criteria.
- Assess and validate the FAT plan and procedures proposed by the supplier.
- Refine test scenarios covering functional, integration, and performance aspects.
- Define clear success and acceptance criteria for all tests.
2. Ensure Compliance with Operational Requirements
- Participate in FAT sessions at the supplier’s premises in Toulouse.
- Witness and validate data ingestion, system integration, forecast workflows, and user interface functionality.
- Verify data flows, system stability, error handling, and recovery protocols.
- Identify non-conformities and provide actionable recommendations for corrective measures.
- Check the operational start of the system.
Deliverables
The consultant will provide the following to WMO:
- Deliverable 1 (July 2026 – 40%): An inception report including a methodological approach, detailed work plan, and timeline.
- Deliverable 2 (September 2026 – 60%): A FAT evaluation report on system performance, including a list of issues and recommendations for system delivery.
Requirements
Education
- Advanced degree in Applied Meteorology, Atmospheric Science, IT Systems, or Data Engineering.
Experience
- At least 10 years of experience in supporting meteorological systems or forecast office operations.
- Expertise in data management systems and system integration.
- Knowledge of testing complex IT systems and forecast platforms.
Skills & Attributes
- Ability to identify technical and operational problems in a Synergie-Web based integrated system.
- Strong technical writing and synthesis skills.
- Initiative, maturity of judgment, and ability to work independently or in a team.
Languages
- Excellent knowledge of English and French (oral and written).

- Salary/Payband: Payband D.
- Duration: 10 days over a period of 3 months.
