The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia's agriculture sector, which is a key contributor to the country's GDP, exports, and workforce. The ATI's work is centred on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability. The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating platforms to better integrate partners and projects and designing and directly leading several innovative/pilot interventions.
The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia's agricultural sector.

Position Summary
The Data Systems/Database & Knowledge Management Specialist is responsible for designing, implementing, and managing robust data infrastructure, databases, and knowledge management systems across the PCU portfolio. This role ensures that high-quality, timely, and reliable data supports programmatic decisions, reporting, impact evaluation, and institutional learning. The specialist promotes digital innovation, data governance, and knowledge sharing to enhance project performance, cross-learning, and evidence-based policymaking.
Key Duties & Responsibilities
Outcome 1: Data Systems Design & Management (30%)
- Design, implement, and maintain centralized databases and digital platforms for portfolio projects
- Ensure data integrity, security, accessibility, and interoperability across PCU systems
- Establish standard operating procedures, protocols, and governance policies for data management
Outcome 2: Knowledge Management & Institutional Learning (25%)
- Develop knowledge repositories, dashboards, and analytical tools to capture lessons learned and best practices
- Facilitate knowledge-sharing workshops, peer reviews, and communities of practice across projects and sectors
- Ensure timely dissemination of actionable insights to leadership, project teams, and external stakeholders
Outcome 3: Data Analytics & Reporting Support (20%)
- Provide data visualization, dashboards, and analytical reporting to support portfolio decision-making
- Conduct ad-hoc and predictive data analysis to inform strategy, resource allocation, and program adjustments
- Support M&E teams in linking data systems to performance metrics, KPIs, and impact assessments
Outcome 4: Capacity Building & Technical Advisory (15%)
- Train project teams, M&E officers, and partners in data collection, system use, and knowledge management practices
- Provide technical advice on digital solutions, data governance, and information security
Outcome 5: Stakeholder Coordination (10%)
- Train project teams on M&E tools, data use, and learning integration
- Provide advisory support to PCU leadership and project managers on performance improvement strategies
Required Qualification, Competencies, and Experience
- Field of Study: Bachelor's or Master's in Information Systems, Data Science, Knowledge Management, Computer Science, Agriculture Information Systems, or related field
- Experience: Minimum of 6 years with a Bachelor's degree or 4 years with a Master's degree of relevant professional experience in database management, data systems, or knowledge management roles. Experience working with multi-project portfolios, donor-funded programs, or government data systems is preferred

- Data Analytics & Reporting: Conduct advanced analysis and generate actionable insights for leadership
Other Requirements
- Fluency in English (written and spoken) required; local language proficiency an advantage
- Professional certifications in data systems, database administration, or knowledge management beneficial
