Overview of the Role

  • Job Title: Consultant Service (Case-based Payment Designing Data Analyst)
  • Reports to: Provider Affairs and Quality Assurance Lead Executive, Ethiopian Health Insurance Services (EHIS) / KOFIH and GNE
  • Term of Employment: 3 months
  • Duty Station: EHIS/KOFIH (Addis Ababa)

Job Summary

EHIS is seeking a qualified and experienced Statistician or Data Analyst to support the design and implementation of a Case-Based Payment System within the Provider Affairs and Quality Assurance (PAQA-LE) Unit. The expert will play a key role in organizing, cleaning, and processing large health expenditure datasets required to determine inpatient payment rates for hospital services.

The assignment will be technically guided by the Lead Consultant for the Case-Based Payment System Design initiative, requiring close collaboration with Technical Working Groups (TWGs), KOFIH, and GNE to support evidence-based policy making.


Key Duties and Responsibilities

Data Cleaning & Management

  • Clean large healthcare datasets and systematically assess data quality prior to secondary analysis.
  • Merge disparate expenditure and normative datasets to create unified files for analytical purposes.
  • Derive, code, and label new variables from existing raw datasets.
  • Ensure all active datasets are meticulously documented, described, and structurally archived.

Statistical Analysis & Output Generation

  • Analyze financial and public health data using statistical software tools, specifically STATA and/or R.
  • Develop, annotate, and maintain syntax files (do-files/scripts) documenting all data transformations to guarantee the reproducibility and verification of the analysis.
  • Produce precise cross-tabulations, analytical outputs, and statistical summaries required to determine medical payment rates.
  • Design graphs, charts, figures, and geospatial maps illustrating data distributions and key research findings.

Technical Collaboration & Reporting

  • Support Technical Working Groups (TWGs) in interpreting advanced analytical outputs and translating findings into practical policy recommendations.
  • Apply internationally recognized best practices in data processing, information management, and statistical modeling.
  • Prepare and submit comprehensive compiled reports and required project deliverables to the lead expert.

Qualifications and Experience

Educational Background Candidates must possess one of the following structural qualifications:

  • Master’s and BA Degree in Statistics or Biostatistics paired with a Bachelor’s Degree in Public Health, Nursing, Health Economics, Health Informatics, or a related field; OR
  • Master’s Degree in Public Health paired with a Bachelor’s Degree in Statistics or Biostatistics.

Professional Experience & Skills

  • Minimum of 10 years of progressive professional experience in organizing, managing, and analyzing large datasets, preferably in health financing, healthcare systems, or public health.
  • Proven track record in statistical programming, health-related data management, and syntax documentation.
  • Prior experience working collaboratively alongside international, regional, and national health partners.
  • Technical Software: Proficient and highly advanced knowledge of STATA and/or R software applications.
  • Languages: Ability to draft and prepare high-quality, professional technical analytical reports in English.

Assignment & Payment Details

  • Duration: Three (3) months.
  • Payment Modality: Payments will be disbursed based on approved, discrete deliverables and the submission of satisfactory technical outputs in accordance with the agreed-upon work plan timeline.
