Job Description
Background
The Climate Risk and Early Warning Systems (CREWS) Initiative is a specialized financing mechanism supporting Least Developed Countries (LDCs) and Small Island Developing States (SIDS). The CREWS 2030 Strategy sets an ambitious goal to improve access to early warning and climate services for those most at risk, aiming to strengthen climate resilience and address loss and damage by 2030.
This consultancy aims to develop the CREWS Operational Plan for 2026 – 2030 supporting the CREWS 2030 Strategy. The Operational Plan provides the technical foundation and clear milestones necessary to support strategy targets, ensuring that operations and resource development are perfectly synchronized.
Main Objectives
The main objective is to develop a CREWS Operational Implementation Plan 2026 – 2030 that is:
- Explicitly contributing to the priorities set in the CREWS 2030 Strategy.
- Fully aligned with the CREWS MEAL framework.
- Setting operational milestones and resource requirements.
- Designed to identify required resources, risks (particularly in FCV settings), and mitigation measures.
Duties and Responsibilities
Under the oversight of the CREWS Director and direct supervision of the CREWS Senior Programme Officer, the Senior Consultant will:
- Review the CREWS 2030 Strategy, the 2024 MEAL Framework, and the emerging Resource Mobilisation Strategy to ensure total alignment.
- Conduct consultations with the CREWS Secretariat, partners, and potential working groups comprised of interested Members and partners.
- Identify specific operational milestones.
- Develop a results-based budget to ensure that CREWS operations are able to support the 2030 Strategy.
Required Skills and Experience
Education
- Master’s degree or equivalent in Management, Finance, Public Administration, or a closely related field.
Experience
- At least 10 years of progressively responsible experience in strategic and operational planning.
Technical Requirements
- Proven expertise in Results-Based Management (RBM).
- Significant experience with multilateral trust funds (e.g., GCF, World Bank) and understanding their de-risking and co-financing requirements.
- Strong ability to translate technical operational needs into compelling operational and investment narratives.

Additional Information
- Languages: Excellent knowledge of English (oral and written). Knowledge of other official UN languages (Arabic, Chinese, French, Russian, Spanish) is an advantage.
- Salary and Allowances: Payband D.
- Travel: One travel to Geneva.
- Duration: 45 days over a period of 6 months.
