Job Context
Regional Context: East Africa
The East Africa region (Ethiopia, Somalia, Kenya, Uganda, Rwanda, South Sudan, and upcoming in 2027: DRC, Mozambique, and Madagascar) faces challenges including armed conflict, displacement, food insecurity, and protection incidents. HI manages a budget of €20–25 million and 350–400 employees in this region. HI is currently regionalizing and decentralizing its operational governance to bring decision-making closer to local realities.
Your Mission
Under the responsibility of the Regional Director (RD), the Assistant Regional Director (ARD) contributes to the implementation of HI’s mandate and strategy. You will be the driving force behind programmatic development, ensuring project quality and impact across the region. You will serve as the regional focal point for operations and emergencies, working closely with the RD and Senior Management Team (SMT).
Key Responsibilities
Responsibility 1: Control Tower (Monitoring & Policy)
- Design and implement internal checklists for country-level spot checks and internal controls.
- Monitor global policies (PSEAH, child protection, fraud, etc.) and lead organizational transformation/change management.
- Coordinate internal investigations regarding PSEAH, fraud, or HR abuse when required.
- Maintain dashboards and support the RD in producing reliable operational reporting.
Responsibility 2: Capacity Builder (Skills Development)
- Establish consolidated training needs for Project, Area, Operations, and Country Managers.
- Organize training courses and facilitate communities of practice within the region.
- Act as a mentor or coach for senior operational staff and new regional positions.
- Participate in the recruitment and annual assessment of senior operational staff.
Responsibility 3: Emergency Preparedness and Response
- Lead the regional REACT action plan and maintain a humanitarian alert system.
- Support Country Managers (CM) in defining emergency response strategies and ensure HQ coordination.
- Serve as an Emergency Operations Manager or temporary support to country teams during the initial stages of a crisis.
Responsibility 4: Management & Representation
- Replace a Country Manager during absences or gap-filling periods.
- Act on behalf of the Regional Director on specific subjects as delegated.
- Support the organization of regional coordination meetings and annual workshops.
Responsibility 5: Operation Strategy and Steering
- Ensure alignment between funding, technical, and partnership strategies (localization, diversification).
- Monitor projects (implementation, reporting, amendments) and oversee the sizing/planning of resources.
- Ensure donor compliance from contract signature to closure.
- Lead the regional partnership process, revising high-value agreements and sharing strategic lessons across countries.
Requirements
- Experience: At least 10 years of proven experience in operations and team management in an international humanitarian context.
- Strategy: Strategic thinking with the capacity to develop operational and partnership strategies, including fundraising.
- Leadership: Strong leadership and representation skills with the ability to manage multicultural teams.
- Specialized Knowledge: Experience in safeguarding, PSEAH, and responding to abuse.
- Languages: French and English are mandatory.
- Analytical Skills: Strong ability to analyze context, stakeholder landscapes, and intervention strategies.
Benefits
International Contract:
- Salary: From €3,232 gross/month based on experience.
- Per Diem: €545 net/month (paid in Ethiopia).
- Hardship Allowance: €250 net/month (for Ethiopia).
- Leave: 25 days paid leave per year + R&R (5 days every 3 months for Ethiopia).
- Social Cover: Pension, medical coverage (50% contribution), and repatriation insurance.
- Family Packages: Open to couples and families with child allowances (€100/month from the 2nd child), school fee contributions for children over 3, and family health coverage.
National Contract:
- Available for residents of Ethiopia, Uganda, or Kenya based on the local program salary grid.
